Grieved that she has 'flown off in a passion to swell the Swadeshi and Douglas ranks ' (See his letter of 13 Jul). He attributes responsibility for the crisis of the Audit Dept with their absurd system of authorisation by which a district officer is unable to give increases of pay. The Department which has to do the work must pay the wages. The strike still drags on. Those who were dismissed (some 400 men) have gradually to be replaced. Bengali agitators now at work organising an Amalgamated Society. He has met two people 'of curious interest' lately; (1) A.Raper; (2) Col. Townshend, who has been in every show from the failure to relieve Gordon to South Africa. He has started to write a textbook of Transportation; no such thing exists. Sent from Allahhabad.
