Deacons were elected by the church membership at the Annual General Meeting. Their meetings involved discussion of administrative church business, of much the same type as that discussed by the church meeting: accounts, new ministers, applications for admission to membership etc. Although they formed the leadership of the church, their decisions had to be ratified by the church meeting, which had the right to reject their proposals.
