Scope and Content

Establishment reflected the advice of the Bains Report.

Original terms of reference included: to investigate the effectiveness of the Council's services in achieving their objectives and the desirability of changing objectives; to monitor procedures, management processes and information services.

Terms of reference revised in 1990, including: ensure Council's standards and levels of service based on QUEST (QUality, Effectiveness, Service To all); review organisation and management processes and recommend changes in departmental/committee structures and distribution of functions/responsibilities (transferred from the Finance and General Purposes Subcommittee); receive and advise on the District Auditor's Management Letter and Audit Commission reports; continuous review of land and property holdings.

Reconstituted as a subcommittee of the Strategy and Resources Committee on 12/Oct/1993
