A copy of the Articles of Association of the ITB is in File SZ/ITB/2. The greater part of File SZ/ITB/3 relates to the formation and early activities of the ITB. It contains correspondence with: Dr Harry H. Atkinson, 1987, 1989, 1991-93; Eric Bigland, 1971-72, 1974-76; Richard Chilver, 1971-76; John L. Hill, Chief Executive of the LPC, 1986-87; Harry Whitehouse, 1984-85; Charles Windebank, 1977-1980; and Dr Frank Yates, 1972-74. The sub-file of Charles Windebank's correspondence includes letters to and from Ron Bishop of ITB.

File SZ/ITB/6 relates to a study by B.T. (Terry) Price commissioned by John L. Hill on behalf of the LPC to examine possible steps which could:a. improve the effectiveness and efficiency of the organisationb. enhance its scientific standingc. improve the feedback of operational experience from the fieldd. improve the understanding of the economics of loss preventione. generally enhance the organisation's ability to foresee future problems for the insurers.The study was carried out from April to July 1989. The file includes a copy of Price's report and drafts of the subsequent corporate (later entitled strategic) plan for the LPC, together with associated correspondence and Solly Zuckerman's comments.

File SZ/ITB/7 relates to a joint working party of the LPC, Department of the Environment (DoE), and Fire Research Station, chaired by Dr Martin Holdgate, Chief Scientist at the DoE. The terms of reference were: To examine the future relationship between the Fire Research Station (FRS) and the Loss Prevention Council (LPC) in respect of the long-term national requirement for fire research, taking account of the relationships with and contributions of organisations in the UK engaged in fire research, and to make recommendations. The working party was set up in August 1985 and reported in the Spring of 1986. A copy of the final draft report, of March 1986, is in the file.

File SZ/ITB/8 consists of correspondence between Solly Zuckerman and John L. Hill on sources of a really authoritative, scientific view of the effect of the use of Halon fire-suppressant systems in the light of the 1987 Montreal Protocol on chlorofluorocarbons and the Ozone Layer. Zuckerman referred Hill to Sir Fred Warner who in turn referred him to Professor Brian Thrush.

Administrative / Biographical History

Solly Zuckerman was a founder of the Insurance Technical Bureau (ITB), together with Richard Chilver, Harry B. Whitehouse, Eric F. Bigland of the Guardian Royal Exchange Assurance Group, and Charles Windebank. The Bureau's aim was to bring rigour and co-ordination to the scientific and technical advice needed by the insurance industry. Zuckerman was primarily the ITB's scientific consultant. The ITB was incorporated under the Companies Act in 1974. The ITB folded, in Solly Zuckerman's words, in 1986 and was subsumed into the new Loss Prevention Council (LPC), eventually becoming the LPC Technical Centre. Zuckerman maintained links with the new organisation.
