As a result of the various union amalgamations referred to in the administrative history, some material pre-dates the formation of the NECEA in 1982.

Administrative / Biographical History

The National Engineering Construction Employers' Association (NECEA) was formed in March 1982.

The origins of the association date back to 1918, and the formation of a Central Employers' Committee to represent companies operating in the engineering construction sector.

In 1921, a National Association was set up to represent those involved in steelwork erection. Although this Association was then dissolved in 1926, the Central Committee of the original Association continued to function, eventually becoming known as the Site Contractors' Policy Committee.

Over the years the Site Contractors' Policy Committee operated separate agreements for steel erection, steam generating plant erection and steel plate erection. However, in 1974, the Mechanical Construction Engineering Agreement was negotiated, the first national agreement for the engineering construction industry. When this expired in November 1981, it was absorbed into the National Agreement for the Engineering Construction Industry, and a short time later, the NECEA was created. On 1 April 1994, the NECEA merged with the Oil and Chemical Plant Constructors' Association (OCPA) to form the Engineering Construction Industry Association (ECIA).
