The Sub-Committee was appointed under the Public Libraries Act, 1919 (9 & 10 Geo. V c. 93) which permitted county councils to adopt powers granted to districts under the earlier Public Library Acts (1892-1901). Under the Act the Council resolved to form a library authority for the whole administrative county apart from the municipal boroughs of Banbury and Henley (Oxford City was administered separately as a County Borough) with effect from October 1923. Reponsibility for libraries was delegated to the Education Committee.
