Stanley Milburn was born in 1903 and educated at Liverpool Institute, and University College, Oxford. His career in Africa began in 1926 when he was appointed to the post of Superintendent of Education in Nigeria. In 1936, he transferred to Sierra Leone where, in addition to his role as Senior Education Officer, he was a member of the Rural Areas Council, Chief Censor, and Information Officer. Milburn returned to Nigeria in 1944 where he was appointed Chief Inspector of Education, Eastern Province, and Deputy Director of Education, Western Province, in 1946.
