Scope and Content

File SZ/CHST/1 contains minutes etc. of meetings 1-11 and 13-15; those for the 12th meeting, scheduled for 23 May 1968, are absent.

File SZ/CHST/2 includes a quantity of correspondence from 1970-1977, much of it with Dr R.H. Barrett, relating to the implementation of the report's recommendations.

File SZ/CHST/5 includes copies of: a report of the Standing Pharmaceutical Advisory Committee The hospital pharmaceutical service in Scotland, HMSO, 1966; a report of the Standing Dental Advisory Committee of the Central Health Services Council on dental technicians; the first report of the Ministry of Health Joint Working Party on the organisation of medical work in hospitals, 1967; and the Civil Service Commission report The Scientific Civil Service [the Fulton Report], HMSO, 1968.

File SZ/CHST/6 contains drafts of the Committee's report, a final version of 4 July 1968, and an amended version of 16 August 1968. The report was formally submitted to the ministers on 29 August 1968 and published as Hospital scientific and technical services ..., HMSO, 1968.

Administrative / Biographical History

The Committee was set up jointly by the Ministry of Health and the Scottish Office in July 1967 under Sir Solly Zuckerman's chairmanship To consider the future organisation and development of hospital Scientific and Technical services in National Health Service hospitals and the broad pattern of staffing required and to make recommendations. The other members of the Committee were Professor A.R. Currie, R. Gaddie, Professor J.E. Roberts, A.B. Scott, Professor J.P. Shillingford, and Professor S. Shone.

The Committee provisionally set itself six months to complete its work. At its first meeting, in September 1968, it identified medical physics and biochemistry as forming the core of the scientific service but noted that there was now developing a distinct discipline of biomedical engineering. At the same time that the Committee was in existence the Fulton Committee was considering the future organisation of the Scientific Civil Service as a whole.
