Under the 1902 Education Act, Local Education Authorities were given powers to group elementary schools under one body of managers, whose duties included visiting schools to report on the condition of buildings and equipment and to check and sign registers.

The Group Schools managers committees were abolished under the 1944 Education Act when divisional executives were set up.
