This episode features 'Noddy and the Milkman', episode 9 of series 1 of 'Noddy's Toyland Adventures', first aired in the UK in 1992. This is not a commercially-produced video, but appears to be an edited master production copy.
The 'Noddy' series was set in a toy shop called the Noddy Shop, and combined live action, puppetry and animation, featuring episodes from the Cosgrove Hall stop-motion animated series 'Noddy's Toyland Adventures' within each programme, redubbed to give the characters American accents. The series first aired on PBS in 1998.
