Records of the Hawarden and Hope Highway Board; Holywell Highway Board; Mold Highway Board; and St Asaph Highway Board, 1866-1896, including minutes, 1879-1895; general ledgers, 1879-1895; parochial ledgers, 1879-1895; rate books, 1866-1886; letter book, 1879-1893; surveyor's report book, 1888-1892; surveyor's cash book, 1879-1895; manual labour and materials accounts, 1878-1879; surveyor's wages books, 1879-1880; estimates of expenditure, 1882-1892; vouchers, 1880-1898; and surveyor's accounts taken over from parishes, 1858-1880.

Administrative / Biographical History

In rural areas, highway boards were established under powers granted by the General Highway Act 1835 and the Highways Act 1862 to allow the justices in Quarter Sessions to make orders constituting Highway Districts. In Flintshire, there were boards for Hawarden and Hope, Holywell, Mold, and St Asaph. Each district was governed by a board, consisting of a waywarden for each parish and the local justices. Officials were appointed by the board, including a surveyor. The boards were responsible for highway repairs in their district, taking over from parish vestries. After 1878, highway boards were taken over by rural sanitary authorities. The Local Government Act 1894 abolished Highway Districts.
