A commentary by Hird setting out criticism of the Factory department's central office for not taking account of the views of inspectors in the implementation of policies. Hird argues strongly that staff should be allowed to make criticisms of views of superiors, using machinery of the joint industrial councils (Whitley councils)as one mechanism.
