Administrative / Biographical History
Sir (Arthur) George (Rixson) Mooring (1908-1969), KCMG, 1961 (CMG, 1955), Kt, 1958, received a BA (Hons) from Queens College, Cambridge, 1930 and entered the Colonial Service in Nigeria, 1931. In World War Two he served with the Royal West African Frontier Force in West Africa, India and Burma, achieving the rank of Lieutenant-Colonel in 1945. He took the position of Financial Secretary, Western Region, Nigeria, 1949, Permanent Secretary, Ministry of Finance, 1954 and Deputy Governor, Western Region, Nigeria, 1957-1959. He was British Resident, Zanzibar, 1959-1964, a member of the Constituency Delimitation Commission, St. Vincent, West Indies, 1967 and Chairman of the Gilbert and Ellice Islands Colony Socio-Economic Survey, 1967. He was made a Knight of the Order of St. John, 1960. In 1947 he married Patricia Josephine Duke, with whom he had one son and one daughter.
