Because waggoners and other carriers had raised the prices of carriage of goods in many places to excessive rates, the justices were authorised by 3 Wm. & Mary c.12, s.24 (1691) to assess and publish annually the rates of land carriage. The printed forms, and manuscript drafts, list the rates of carriage per weight and per mile. Goods which were excepted, and different rates on different roads, are specified. Occasionally the magistrates' names are listed at the bottom of the sheet.
