Weiss sends Hugo Martin's warmest compliments and adds that a word from Hugo would delight Martin, now old and blind.

Two Charles Weiss lived at that time. Charles Weiss (1812-1864) historian, and Charles Weiss (1779-1866), librarian and writer. Hugo's correspondent is probably the latter.
