Born 2 March 1864, 2nd son of John Harris of Ivybridge, Devon. Bradford Grammar School (Scholar); Balliol College Oxford 1882-86. Math. Sch.; 1st Math. Mods. 1883; 1st Math. 1886; B.A. 1889. 1st in open competition Home Civil Service 1886; Clerk in War Office 1887; Assistant Financial Secretary (Permanent Head of Army Finance Dept.) 1908-20; C.B. 1911; K.C.B. 1913; Committee on Accountancy Reform; Joint Sec. of the War Office 1920, and Member of the Army Council; G.B.E. 1920; Commander, Legion of Honour, 1921; retired 1924. Married 1891 Lisbeth, daughter of Ferdinand Schiller of Calcutta, sister of FCS Schiller (Balliol 1882): 2 sons, 1 daughter. Son, Alan M. Harris (Balliol 1917, 1919-22). Date of death 10 June 1943.
