The Education and Recreation Sub-Committee was one of four sub-committees established by the Research Board. Its remit was to survey the conditions affecting the correlation of medical science and physical education in all sectors of education from nursery schools to universities, including youth and voluntary organisations, and to consider the place of physical education in education reconstruction as outlined in the Government White Paper Educational Reconstruction (1943) – the White Paper formed the basis of the 1944 Education Act, which created the Ministry of Education and set the framework for the post-war education system in England and Wales.
The work of the Sub-Committee was divided into six panels of which Panel 4 was Polytechnics, Training Colleges and Universities. The then Vice-Principal of Bedford Physical Training College, Cicely Read, a future Principal, Phyllis Spafford, and former student and founder of the Central Council of Physical Recreation, Phyllis Colson, all served on the Sub-Committee. Cicely Read conducted a survey of women's physical training colleges for Panel 4.
The first meeting of the Sub-Committee was held on 14 September 1943.
