Scope and Content

Bedford Physical Training College adopted the Burnham Graduate Scale of Salaries for Women teachers in secondary and technical schools in the provinces.

It is noteworthy that in adopting the 'graduate' scale the College acted contrary to the recommendations of the Burnham Committee. The Burnham Committee did not include the Ling Diploma amongst its list of qualifications equivalent to a pass degree, nor did it accept that physical training colleges were 'recognised institutions' under Section 7(e) and thus left gym mistresses on the wrong side of the graduate/non-graduate divide.
