The Government White Paper Education: A Framework for Expansion (1972) set out the Government's plans for the expansion of higher education in the non-university sector for the period up to 1981. D.E.S. Circular 7/73: Development of Higher Education in the Non-University Sector subsequently issued by the Department of Education and Science asked Local Education Authorities to prepare possible development plans to ensure the attainment of the target number of students for 1981 for their own area.

Following consultation with the governing bodies and staff of colleges and teachers associations, Bedfordshire County Council proposed a merger of Bedford College of Physical Education, Bedford College of Education and Mander College of Further Education into Bedford College of Higher Education. The proposal was approved by the Secretary of State in April 1975. The merger took effect from September 1976.
