A Governing Body for the College was established under Section 1(2) of the Education (No. 2) Act 1968. It followed on from a recommendation in the Robbins Report (1963) that colleges should have independent governing bodies to assist them towards greater self-government in their development and financial control.

With the exception of the Principal, two members of staff, and a student from the College, all other members or 'Governors' were appointed from outside of the College.

The Governing Body met for the first time on 2 July 1970 and held its last meeting on 14 June 1976
