Sicartsa Plate Mill, near the remote town of Las Truchas, Mexico, a key component of the massive Sicartsa Steelworks complex (Siderurgica Lazaro Cardenas-Las Truchas S.A.). Correspondence, plans (some dated 1982), maps, notes, jottings, sketches, some documents in Spanish, relating to proposed scale pit construction by caisson techniques for Davy McKee (Sheffield) Ltd [who won the hard-fought battle for the contract among foreign nations, for Britain]. Consulting Engineers and Architects: Husband and Company. [The Mexican government planned to build the complex in four phases, each to be built in the term of a different Mexican president].

Includes Rowe's references to 'a major matter in Hong Kong' and being called as an '"Expert" Witness': probably referring to the Queens Road, Hong Kong litigation case, see PWR/5/97.
