Memoranda and reports concerning cross river facilities in East London, including details of the existing facilities, the volume of traffic, congestion problems and proposals for additional facilities; the proposed duplication of the Blackwall tunnel to relieve congestion, the prohibition of right-hand turns into the tunnel and the proposed tunnel between Tilbury and Gravesend.
