The Mental Health Act Scotland (1960) was conceived on the basis of the Russell Report which was issued in 1946. A Committee under the Chairmanship of Lord Russell was appointed in 1938 to examine certain aspects of the law with a view to amendment, and reported after the War in 1946. A White Paper containing proposals for amendment of the law was published in 1955 but further action was deferred pending a report of the Royal Commission.
