Congreve, announcing Keyes’s arrival as C-in-C and Keyes’s report to the Admiralty of his visit to French and Italian naval officials en route to Malta and copies of correspondence between the Prime Minister, Stanley Baldwin, and the 1st Lord of the Admiralty, W. C. Bridgeman, concerning the naval estimates.
