Photocopy of letter. Written from Prefecture de Police, 1er Division, Cabinet du Chef du Division [Paris]. Thanks her for sending him her pamphlet 'Une voix dans le desert'. He congratulates her on it but in return presents his fixed opinion: 'je persiste a croirs...que la tolerance de la prostitution sous la reserve d'obligations sanitaires et disciplinaires est pratiquement indispensable.'

This consisted of Josephine's addresses given on the Continent during the winter of 1874/1875. They were edited by M Humbert and published in French and German and widely circulated. These addresses spoken in French were never translated into English but were translated year by year into other languages. First published second half of 1875
