Written from Liverpool. Bligh the Agent was to be used to do 'some quiet 'spy' work in a 'subjected town' during Christmas and New Year. He has done such good work and improved himself so much that the Committee have recommended a rise in pay for him. She had a useful visit to London.

This was town which came under the working of the CD Acts because it was the headquarters of a military or naval establishment. Such were Devonport (naval) and Colchester (military)
