Tells him there is no one publication giving a comprehensive view of what has been done in India; it is a question of looking up in a mass of Blue Books and other materials. Warns him about the difficulties of getting together a Conference especially as so many Chaplains and Officers defend the whole system of State harlotry and other palliate and excuse, and the result might be a pronouncement in favour of an approach to the system in question. He is not therefore altogether sorry to note that there has been no response to his appeal in the 'Bombay Guardian'.
