'dangers of the Public Health Bill' - This was passed in 1875 giving English municipalities most of the powers which had hitherto proved useful when obtained by some of them under special acts, as for example Birmingham during the celebrated mayoralty of Joseph Chamberlain (1873-1876)

'What do you think of his plan?' - This was Martineau's plan for affiliating with the Northern Counties League (see note to letter of 28 Sep 1872 JB to HJ Wilson and Edmondson)
