Written from Manchester. He is unable at present to form a judgment about Hardy [see letter of Jan 20 from Mr Wilson] as he was absent when he called. He has released Applegarth, at his request, from his promise. Does not think that a Free Trade Hall meeting would be of use at present; going ahead with the canvass for Petitions and circulating of pamphlets (one enclosed) 40,000 printed.
