Giving his reasons why he does not think it desirable to hold the Federation Conference at Brussels at the same time as the Medical Conference. It is specially important that the Conference should be held in Geneva this year because the Swiss are preparing a Penal Code for the whole country 'and it depends much on the advice we may give whether that Penal Code shall be drawn up in one sense or in the other'
