'The clause in Mr Hibbert's Bill which proposes toe enfranchise women for parochial purposes' - The Municipal Corporation Act of 1835 disqualified women in Boroughs from voting in local elections but was not applied to women living in small towns. An Act giving the Municipal franchise to all women ratepayers was passed in 1869
