Carbon copy of letter. Written from Pitsmoor [Sheffield]. Enclosing two letters from Birmingham and would like their opinion as to what he should reply. He is inclined to say straight off that the proposal made [to include in the league some of the Midland counties] ought not to be entertained. First because they have enough on hand with six counties and seven millions of people; second it is one thing to manage out own affairs but another to undertake the Midland District 'I have no time to deliberate and write more'

Proposal to include in the Northern League some of the Midland counties. This was discussed by several of the people involved: HJ Wilson, RF Martineau, JB and others who were worried by the apathy and lack of drive manifested at Birmingham and other Midland towns - see letters of 28 Sep, JB to HJ Wilson and J Edmondson; 6 Oct JB to HJ Wilson and 10 Oct RF Martineau to HJ Wilson. Finally the line taken in this letter by HJ W was agreed to and on 11 Dec 1872 the Midland Counties Electoral Union was formed taking the place of the Birmingham Association formed 3 Mar 1870
