Written from Halifax. He agrees very much with Mrs Butler that the State is all but powerless to check prostitution. But they must be careful, if they make Repeal their only point they may be fooled by the repeal of one law to enact a worse. One safeguard would be to take as a basis 'perfect equality between the sexes in all matters connected with sexual vice'.
