He said that if Mr Richardson should retire from the representation of the Hartlepools he would expect Isaac Lowthian Bell to be a candidate for the seat, but Mr Richardson has not yet announced his intentions. He himself cordially dislikes Bell as a politician; he is hopeless about the CD Acts 'and I guess ...you will get no direct answer from him'
