In reply to LAN/1/12/8 - confirms view that the German Fleet was planned only to fight in the North Sea, but this is not evidence that Germany engineered the war; Germany would not have gone to war if she had known that Britain would enter the war; German view was that their Battle Fleet was not strong enough to fight the British; either the military forced the war or the war was an accident. Gives some further information on the character of the German Fleet.
