Administrative / Biographical History

The Institute of Personnel Management derives from a conference held at York in 1913. The conference wanted to improve working and social conditions and to consider workers as individuals. Its continuous existence as a central organisation dates from a later conference held at Leeds in 1917. It was not until 1917 that a name was finally established for the institute: The Central Association for Welfare Workers. The institute changed its name a further three times, first in 1924 to the Institute of Industrial Welfare Workers Incorporated, in 1931 to the Institute of Labour Management, and in 1946 to the Institute of Personnel Management. The Institute had a number of local and regional branches of which the Midlands Region was one.
