Text of three documents with an introduction that states ‘Two telegrams concerning the inadequacies of UK intelligence handling (including a reference to a mishandled Bin Laden threat a year before 9/11) and one telegram (UK EYES ONLY) regarding a meeting in Whitehall to discuss Private Military Companies (mercenaries) and the legal constraints that the intelligence services are facing with regard to storing information.’ 21 November 2002.
