Administrative / Biographical History

REPLAN was a programme which ran between 1984 and 1991 to promote the development of educational opportunities for the adult unemployed. It was sponsored by the Department of Education and Science and the Welsh Office and supported by the Manpower Services Commission. The National Institute of Adult Continuing Education (NIACE), a non-governmental organisation for adult learning in England and Wales, was a major partner in the programme.
