*Record of disagreement between South Africa Committee and the Organising Referee (Hon Mrs E Joyce) as to whether the latter should show the Committee all letters written before sending them. She declined to do so, maintaining that since 1884 all ordinary letters had been sent on her authority alone, being shown to the Committee later for information (see Council Minutes, meeting Friday, 2 Mar 1900).
