of correspondence relating to the [level] crossing at Black Gate and the question of whose responsibility it is to make the crossing safe. Llandudno U.D.C. claim it is the Company's [G.O.T.] responsibility, but G.O.T. on the advice of their solicitors who have drafted the reply dispute this, pointing out that the section of line in question was laid by engineers under the supervision of the Town Surveyor and that the Board of Trade Inspector had visited on two separate occasions and passed the area as fit for traffic in 1902.
The Town Council took exception to this as they felt they were not to blame but were willing to consider any proposal to improve the situation. In January 1904 all parties arranged to meet to discuss possible improvements.
