Administrative / Biographical History
On 6 February 1995 a by-election was held in the Islwyn parliamentary constituency following Neil Kinnock's appointment as a European Commissioner. The election was won by the Labour candidate, Don Touhig. The Plaid Cymru candidate, Jocelyn Davies, was a distant second with 12.7% of the vote.
