This manuscript letter opens with Rigby providing an account of his progress with tasks carried out on Owen's behalf.

Rigby left a Petition at the residence of Sir B[enjamin] Hall having calling on him three times without success. Rigby has learnt that the Church has called on the electors of Mary-le-bone to "move heaven and earth" and deprive Hall of his seat in Parliament at the next election for the part he has played in the "Sunday Band Movement" [in opposition to Sunday observance].
