Manuscript letter of introduction provided by John MacGregor, who was writing at the British Embassy in Vienna. MacGregor notes meeting with Colonel Ragay some three years earlier and explains that Owen requests the introduction as he is interested in the "pauper colonies" [in the Netherlands].
