Manuscript letter discussing the situation in Northern Mexico. Montgomery writes that under the protection of the American army the "states north of the tropic" have been given the power to "assert their independence"[from Mexico]. Following this, America will then make peace with Mexico and "take California" and Britain must decide if 'she' wishes to be "close at hand in the tidings of the birth of a new nation".
