Manuscript letter opening with Rigby writing in detail of his endeavours in delivering copies of Owen's Proclamation [of the Millennial State], and also the arrangements he has for billposters to be placed advertising it. This is both across London and also for the "provinces".

Rigby responds to Owen's enquiry regarding the possibility of employing "Apostles" to deliver Owen's views in the provinces. The "painful conclusion" he has arrived at is there is nobody who "deserves the name" and none who have the necessary "mental power and the ability to devellope [develop] the New World".
