Scope and Content

Manuscript letter, in which Owen writes he enclosed a proof copy of the "Universal Permanent Government" which he hopes His Majesty will consult. Owen explains the "excited state" that Europe and the civilised world finds itself cannot be calmed until the system explained in the enclosed proof is both "understood & adopted". Owen continues to detail the nature of his plans.
