This manuscript letter is written in response to a question posed to Dawson, in his capacity of solicitor, by the Committee of the Association for Removing Causes of Ignorance and Poverty. Dawson is asked his opinion on "the advantages and disadvantages that would arise to Mr Owen from his taking out a licence as Public Teacher or lecturer on Sundays". After a comprehensive discussion of the question, Dawson writes that is his opinion Owen should get a licence.
