Scope and Content

Manuscript letter regarding Owen's plea for mercy on behalf of John Frost, William Jones and Zephaniah Williams [for taking part in a Chartist march]. Normanby explains he laid Owen's memorial before Queen Victoria and having considered the "special circumstances" himself, recommended to Her Majesty that she show mercy to the men and commute their death sentences to "Transportation for Life". The Queen agreed to this recommendation.
