Manuscript letter written on behalf of Stanhope. He talks about a petition that Owen sent him to present to Parliament, which is enclosed in the letter. It says that Earl Stanhope no longer attends the House of Lords, and he thinks the subjects in Owen's petition are not suited to a parliamentary enquiry but they are deserving of philosophical investigation.
