Manuscript letter informing Owen of the political situation in France. Goupy tells Owen that the Government has become mad and is discussing modifying the constitution. He says that there is an increasing number of people complaining about the administration and that he fears a rebellion.
Goupy tells Owen that he has stopped writing for three reasons. 1) His co- writer never delivers his work on time, 2) His style is too soft during the current state of excitement, 3) He fears he would be imprisoned for been a socialist.
